Steven Ly at the Rosemead Civic Center

I grew up in Rosemead, attended Rosemead schools, and have spent my life serving the public. As your Rosemead Council Member since 2009, I have delivered results: better police response times by up to 27%, brought in over $8 million in state and federal funds for our community, and created five new parks.

As a UCLA graduate, the first in my family to earn a college degree, I understand what it means to sacrifice, work hard, and invest in the future. As an officer in the United States Army Reserves, I served overseas, commanding 148 soldiers, clearing potentially explosive devices and managing large-scale construction projects in Iraq and Syria. I understand leading under pressure.

As Taxpayer Advocate, I helped over 700 taxpayers resolve tax problems and ensured they received back every tax dollar due to them, helping make their lives little more affordable. I bring that same commitment to every City Council meeting.

My priorities are: safe and secure neighborhoods, protect your hard-earned tax dollars, build more quality parks and recreation, and make sure Rosemead values are protected in state and regional planning.

Rosemead is my home. I am asking for the honor of continuing to serve.

Public Safety

Public safety is the foundation everything else is built on. We modernized the Rosemead Public Safety Center, improved emergency response times by up to 27%, and saw major crime fall 24%. I work closely with the Los Angeles County Sheriff’s Department and our Rosemead public safety team, and I’m not finished: more patrols, stronger community policing, faster response, and real programs for our at-risk youth.

Housing and Affordability

Rosemead should be a city where the next generation can afford to come back. We created a first-time homebuyer program, reduced homelessness by 41%, and have 100 affordable units in the development pipeline. I support building more homes: starter homes, ADUs that keep families together, and mixed-use near transit.

Parks and Recreation

I secured a $5 million grant for Rosemead Park, $500,000 for the Garvey Community Center and delivered Garvey Paws Pet Park, the Rosemead Skate Park, and two community gardens. Next I want to convert the Civic Center parking lot into new park and recreation space, expand our community centers, and add facilities where our whole community can enjoy.

Taxpayers and Economic Development

Rosemead is one of the few cities in Los Angeles County with no city sales tax, and our hotel tax hasn’t gone up since incorporation. We run a lean city hall and keep a healthy reserve. Meanwhile we’ve brought in the businesses residents use every week — Golden Delight, Good Alley, Chubby Cattle, Da Vien and Summerfield — and I’m working to revitalize the Garvey and Valley corridors and anchor downtown with the Pasadena City College satellite campus.
